Hunter claimed that, considering that US Citizens already have obligations that come with their citizenship, which is formed by duties and rights, as it is in all places. Paying taxes, for example, is part of your citizenship.

Hunter claims that since "U.S. citizens already have compulsory obligations to the government", we should add voting to them. The idea is that such a small obligation will not make much of a difference as in the total of duties that a citizen must have and will also be very beneficial, considering representation being more accurate and the elected leader being one that won under the votes of the whole population.
