Both codes have no distinction between law and morals, as in 'thou shalt not adulate.' Both codes are therefore inflexible, implying that the rule will not be changed. The basic definition of an eye for an eye as punishment is found in the Code of Hammurabi, while the TC does not mention any penalties for violating the code. Another distinction is that the Ten Commandments attempt to govern thoughts, for example, you are not to desire your neighbor's home.

They will lay down rules, laws, and expectations for the roman people.
