Caesar Rodney, made a long trip, on horseback, in the rain, sick and with many difficulties, to arrive in time for the vote and ensure that Delaware was not an impediment to the revolution. That's because he knew, that the other delegates, were doubtful about whether the revolution would be a good option for the colonies. They feared that, without the interference of England, the colonies would go into disarray, without knowing how to organize themselves both politically and economically.

However, Rodney believed that the revolution would be the best option for the colonies and that this would bring good results, leaving the colonies stronger, more absolute and more efficient, and for that reason, he made an effort to appear in the vote.
