If someone answered a question and the person who added the question saw it you cant add an answer.

If someone answered a question and the person who added the question did not see it you can add an answer (|Under the question, there will be a button written "answer"|).

If no one answered the question you can answer (|Under the question, there will be a button written "answer"|).
