At least, that’s the answer if you’re talking about the time of Peter the Great. He established the Russian Navy, and was trying to secure a warm water port for trade. Most Russian ports were in the far north and froze up for part of the year. He built St. Petersburg on the Gulf of Finland and moved the capital there from Moscow. It was called Peter’s “Window on the West “because it allowed him to trade with the west, and it was built more like a European city than a traditional Russian city.
