In present times it is not uncommon for people to target children in parks involving acts of violence. A fence would also be a means of safety to keep children away from cars or from wandering off. People will also see appeal in it, because the speaker talks about protecting the equipment so that it will not have to be replaced sooner than expected. This will save the community money.
