To start with these types of questions, we need to first establish a diagram that will help with our visual representation. Refer to my diagram, and let me know if you have trouble understanding why I drew it like so.

Now, looking at drawing #2, we can see a relationship between the angle and the side we're looking for, namely h₁
Using the tangent function:
tan(38) = \frac{h_1}{116}
h_1 = 116tan(38), which comes out to be approximately 90.629... ≈ 90.6m

Now, this is just for h₁, let's find the whole length now. Based on big diagram, we know that h is just h₁ + 1.3 = 90.6 + 1.3 = 91.9m. (ie B)

(2) The whole area is 17 × 20 = 340.
Since each of us is 2.25, 340/2.25 = 151.1111... ≈ 151 of us.
