The second punic war was won by the Romans mainly due to the efforts of the Roman general Publius Scipio. Scipio won the battle of lipa which ultimately turned out to be the deciding battle in the war. This is because this battle caused the Carthigans to basically run out of soldiers, since everytime that they were defeated they would need to create a new garrison of soldiers to send to Rome. Not being able to do this anymore after the battle of Lipa caused them to give up on their efforts.
