Now, solve...

9.5 + 3.5x < 25

Subtract 9.5 on both sides...

3.5x < 15.5

Divide by 3.5 on both sides...

x < 4. 43

You can't buy 4.43 sets of earrings, so the answer is simply 4. She can buy 4 sets of earrings.
