From the question we are told that:

Margin of error of M.E= 0.04

Generally, the equation for Confidence interval for proportion is mathematically given by

CI=0.61 \pm 0.04P \pm M.E

Therefore Confidence interval is

And can also be written as

CI\ E((0.61+0.04),0.61-0.04))
