There will always be a way or a strategy to understand what a question is asking. Even if you may not know the strategy, there is one.

An example of a strategy to understanding what a question is asking is by using context clues in the question, and how it is related to the answers (if there are answer choices, or what the written answer may be related to).

With guessing, you have a chance of getting an answer right, which isn't the best thing to do as there are <em>strategies</em> you can use first to try and figure out the question. If you have absolutely no clue, then guessing is the option to use (only if all other options didn't work).
