In Thorin's argument, Thorin promise to give Bard one fourteenth share of the hoard in silver and gold. He was talking about to  Smaug's treasure. So the agreement was the Thorin gives Bard 1/4 of the treasure. At the same time, he refused since he thinks that he owes nothing humans only because the gold belonged to the humans first.
