I dont know the full answer (as your question kinda cut out at the end there), but based on what I know, he essentially says here that they are the same. They speak the same, act the same, and do the same traditions. Therefore, why should they not have the same liberty?
This is a bit of an odd question, but-- you can apprentince in construction, health care, and the culinary arts. The only I don't suppose you can apprentince in is athletics, as far as I know. I hope this helps somehow, but this really is an odd little question.
