When u divide any number by a fraction u can simply flip the denominator and numerator and multiply as u normally would.

So in this case:
1) First flip the denominator and numerator so that it looks like 11/1 instead of 1/11
2) Any number divided by 1 is just itself so 11/1 becomes 11
3) Now just multiply it with 9 and u get the expression: 9*11
If u wanted to solve it further 9*11 = 99
