Answer: The government has ideally a huge role to play in accepting the immigrants and not make an exclusive policy to alienate them.

Explanation: The reasons for coming up with the Japanese exclusion policy which the agitators felt that they were short changed and the Japanese were considered economic competitors.

The protest came up with unbelievable labels against the Japanese immigrants such as being unsuitable, criminality etc. The inflammatory speeches of calling the Japanese degenerate. This was compelled by the fears of racial mixing would contaminate the white populace.

There was also the rage of the attack on the pacific west coast and they were now addressed as the 'yellow peril'. The exclusionists were successful in bringing so many laws against the Japanese

  There were a few who took a stand for the Japanese immigrants and they themselves took it upon themselves to educate the masses of about inclusion of multi-ethnicity. but it fell short when the final nail of Immigration Act which was passed for all the Asians and it was what the exclusionist fought over several decades.    

The policy had a very bad impact on the Japanese Americans, it hampered their growth and their children were not allowed to be enrolled in  public schools. They could not purchase land in states across US. they were removed from homes, businesses and also communities.  

Once again we can see the same sentiment rise its ugly head again with the anti-Chinese propaganda that is being manifested. It is slowly but penetrating into the psyche of the Americans to boycott the Chinese who they think have taken up the jobs meant for the white Americans.

The government at present has added fuel  to the fire and remained passive to curb the anti-Chinese or anti-Asian sentiments.
