The debate during the Gilded Age was between "free-traders" and "protectionists". Generally, people in agriculture prefferred lower tariffs, because it enabled them to more easily export their agricultural products, which there was a surplus of in the US, and provided competition for industrial products, which would keep prices low. 

For the opposite reason, people in more industrial areas of the country wanted higher tariffs, or a more protectionist policy, so that the manufacturing sector could continue to develop, and they wouldn't have to compete with foreign manufactured goods.

On August 2, Saddam Hussein led Iraq in an invasion of Kuwait. This allowed then to steal oil so once it happened, there were worries that an invasion of Saudi Arabia which would allow Iraq to control 1/5 of all oil in the world so U.S president George Bush got support of the public and congress and sent hundreds of thousands of troops along with support of ally troops to Saudi Arabia in defense which was called operation desert shield. So George Bush gave Saddam Hussein until January 15 to leave Kuwait or face attack. But Saddam Hussein did not leave so on January 16, so a coalition force led by the United States started operation desert storm which led Iraq signing a peace treaty. This entire war was called the Persian gulf war which ended February 28.
