Question 1: What criterion is necessary to become an American citizen?

To become a citizen you must pass the naturalization test.

Question 2: Explain how a person's required a level of English is tested during the naturalization process. What area's of basic knowledge are included in the civics test?

It's a initial re-examination interview, if the person's fail the naturalization and fails again two more times... the USCIS does a hearing and denial. The officers must administer any failed portion of the test.
