What's the purpose? It again isn't to the point and also seems a bit over the place. In other words, the sentence does not have a proper flow.

This sentence makes a lot of sense as it talks about the development and the purpose right after. It is not off track and gets straight to the point. Also, the sentence has a flow and does sound pleasing in a way.
