Here are examples of fragments:

ex) The boy sitting on the fire escape, dropping water balloons on the pedestrians below.

Subject = boy; verb = Ø; complete thought = Ø.

ex) After Gabriel ate half a box of donuts.

Subject = Gabriel; verb = ate; complete thought = Ø."
