All children should start learning a foreign language in elementary school. This is vitally important. It is absurd that this is

not commonly done in the United States. When Americans are ignorant of other fascinating languages and cultures, they look foolish and are less able to compete successfully in the world. Those who are against adding languages to our school curriculum are simply narrow-minded.

In this way, Lincoln carefully repeated the very clear position of his new government on the issue of slavery, in order to calm the South. He would not interfere with the institution of slavery in states where it already existed and was protected by the Constitution.
