I believe the correct answer is... A claim may be either debatable or factual, depending on the author

because in arguementive essays we state our claim and prevent facts to support our arguement. It definetly is not always true think of when you say "well Tasha claims that sarah hit her" sarcastically inferring it may not be true but it is what she said or believes.

His numerous anxieties and regrets appear to be causing him to become ill and to become isolated from society. This is Victor's most important means of evading capture. Victor appears to believe that his physical detachment from his source of stress relieves him of his feelings of guilt and obligation. Victor's condition has the potential to occupy him for months at a time. If he is able to do so, he will simply depart and seek refuge in remote locations such as the Alps. Individual and societal shame, which Victor places on himself, are the root causes of his ailments, which are chronic and progressive.
