Article I, Section 7 limits the powers of <em>Congress</em>. Congress can pass a bill, but it must be signed by the President before it becomes law.

In both the Johnson and Clinton impeachment cases:

The House impeached them and the Senate acquitted them.

President Andrew Johnson Johnson opposed radical plans proposed in Congress concerning Reconstruction, preferring a more lenient approach.  He sought to remove Secretary of War Edwin Stanton, a leader among the radical Republicans. These were some of the factors which caused friction between Johnson and Congress and led to their attempt to impeach him.

In the case of President Clinton, the impeachment charges had to do with lying under oath and obstruction of justice, in regard to the investigation of his sexual affair with a White House intern named Monica Lewinsky.

Most definitely. I say this b<span><span>ecause membership in religions are just one of the ways people form into groups. Groups, by definition, have members and non-members. Once people form into groups, the members start competing with other groups over limited resources or perceived limited resources. We see this over and over in nature with all social species. This is the way we evolved, and you shouldn't expect it to ever stop. Religion is really a side-track. If all religions in the world suddenly vanished, group competition would continue. We're naturally tribal and tribes naturally compete with other tribes. But, don't let this bring bad opinions to your mind, if you truly think about it, it is true. Your religious life, however, is yours to do with what you feel is right, so don't let this change that. ::-)
