because There were numerous sea routes that connected the Mediterranean and Black Seas, as well as numerous land routes that used the roads built by the Romans to connect the continents. The construction of roads was primarily motivated by the need to facilitate trade and the movement of the Roman army. Ostia was the most important port because it was the closest major port to the city of Rome itself.
