because There were numerous sea routes that connected the Mediterranean and Black Seas, as well as numerous land routes that used the roads built by the Romans to connect the continents. The construction of roads was primarily motivated by the need to facilitate trade and the movement of the Roman army. Ostia was the most important port because it was the closest major port to the city of Rome itself.

I got this answer by the process of elimination. If this is what I'm thinking then it's like Japan's history. Where Japan was basically run by feudal lords and their loyal clans. until Japan started to becomes westernized. It's affects where a civil war between the samurai fighting for the old ways and the new Japan military who were fighting for railroads and a new age that would disgrace the samurai's life style.
