Answer:

Noe's argument here is that it would be impossible to map out every neuron and synapse of the human brain completely in 100 years because there are 10^11 "neurons" within the human brain. A neuron is a part of the brain that transmits electrical signals (thinking). When combined with other similarly functioning neurons, it does something like think, remember, feel, and reason. This collection of neurons is inherent in our brains and is one of the primary tools we use to survive on this planet within reason (doing things like walking, thinking, talking, etc.).

Noe's argument against the idea of mapping the human brain "cell by cell" is that it would be impossible to map every neuron, synapse, and axon within 100 years. This is because there are an estimated 86 billion neurons in the average human brain.

Noe continues by saying that even if 8 people were 100% dedicated to this job for 50 years each, they would only have mapped 1% of our brain at best.

He also states two other key points against mapping our brains, which are that this will never happen due to an insufficient bank account and how expensive it would be for around 73 trillion dollars- vastly more than our countries GDP.  

The brain cell mapping will not happen because there isn't enough money, and it would cost trillions of dollars.

He then ends with a final argument that brain mapping is impossible due to the fact that we cannot physically see neurons and synapses working unless they are placed under very specific conditions such as an electron microscope. This basically means that brain mapping itself will not happen due to a lack of available technology.
