A negative exponent means that the factor is on the wrong side of the fraction.

    \dfrac{2}{x^{-3}} = \dfrac{2\cdot x^3}{1}

The x^{-3} belongs in the top of the fraction, but when it moves across the fration bar, the sign on the exponent changes.

Applying that to your example,

    \dfrac{z^4}{z^{-7}} = \dfrac{z^4\cdot z^7}{1} \text{~~~~or~~~~} z^4 \cdot z^7

You then need to simplify that last expression, z^4 \cdot z^7.  How many z's are being multiplied together in that expression?

z_{\alpha/2}=-1.96, z_{1-\alpha/2}=1.96

The margin of error for the proportion interval is given by this formula:  

ME=z_{\alpha/2}\sqrt{\frac{\hat p (1-\hat p)}{n}}    (a)  

And on this case we have that ME =\pm 0.01 and we are interested in order to find the value of n, if we solve n from equation (a) we got:  

n=\frac{\hat p (1-\hat p)}{(\frac{ME}{z})^2}   (b)  

The problem says that we need to use \hat p =0.05, and replacing into equation (b) the values from part a we got:

n=\frac{0.5(1-0.5)}{(\frac{0.01}{1.96})^2}=9604  

And rounded we have that n=9604
