This picture shows a man who is controlling other people with whips in his hand.

This is depicting the old colonial America where the colonists were controlled and punished by the British people.

The British parliament at this time used a lot of tax acts and restrictive acts to control and punish the people. The Man in the picture is obviously controlling the other people with those ropes in his hands.

This picture clearly shows the extent of control that the British used to have on the Americans.
