Answer:

The characters in "The Refusal" do not communicate too much and with how they avoid language, it affects many different things. In addition, things such as how the soldiers seem untouchable and powerful and intimidate the citizens but also how this lack of communication continues to let the citizens of the town be beaten down and not given a say. Also, it could affect how the town is distanced from the capital so the lack of words does not change how the government sees their town.
