<em>Under the Virginia Plan, the executive branch was elected by the Congress</em>. This Plan stated three branches of power: the executive, the judicial, and the legislative branch.
In addition, the Virginia Plan proposed a two-chamber legislative branch of government, but not all states agreed on it. Finally, the <em>House of Representatives</em> was created.
