The state that is saying this comment also agrees with it since it knows it has other states it has to work with. We can achieve goals easier and faster if we all communicate together as a nation.

We must prepare for fight with other states in this country and we must prepare to win. If we work together as a nation, we could all win and that would not be the goal.
