He is using a 1.5 In: 30 ft scale. so every 30 feet of the building is 1.5 inches of the model. divide the 75 by 30 feet  to see how many times the 30 feet are used. 75 divided by 30 is 2.5. Now since we know that 30 occurse 2.5 times we can multiply 1.5 * 2.5. remimber for every 30 feet of the actual building there is 1.5 inches in the model. 1.5 * 2.5= 3.75 which gies us our answer.

75/30=2.5

1.5 * 2.5=3.75
