Packing the courts has to do with the addition of justices to the lower courts or the Supreme courts in order to shift the balance in a liberal, conservative, or other direction.

This led to the Boxer Rebellion, which was the Chinese nationalist's protest in trying to regain their land. This failed utterly, and the Europeans, Japan, & the USA continued to have their sphere of influence.
