Personally, I would start to ration food and water, I would also start collecting any food or liquid items I can find. For water I would wait for it to rain, and start collecting rain water, and for food, I would start scrounging for any type of food.
I would also, eat any pet I have, and store the meat, If I lived near a lake, I would start fishing and collecting water ASAP.

Since it was having some moistness, it would indicate that it was not in a middle of a drought. It possibly shows that is is beginning to start a drought, but it is not in the midst of a drought. If it was in the midst of a drought, there would be a reduced amount of moistness.
