It goes up by 2 every time.

However is starts out at 0 so thats why it goes 3, 3.

From there is goes from 3 to 5 which adds 2. The next jump from 5 to 9 adds 4 which is 2 + 2 so it adds a 2 every time it goes up. And from 9 it goes to 15 which it adds six. which is 2 + 2 + 2 since it jumped 3 times.  From there the answer would be 22 since it would jump up by 8 this time and 15 + 8 is equal to 22.
