Barriers to industry developing in the south:
Farming was important, not new business due to cotton.
People did not put capital, or money to invest in business, new industry did not develop.
Market for manufactured goods was smaller.
Some southerns did not want industry.
Answer : the federal government have the power to tax , make and enforce laws , charter banks , and borrow money .
