they settled in the valley of mexico. they were surrounded by lakes, (that's one of the main resources they used for food). and the climate was mild/hot.

Hoover thought like this because for him freedom only exists in the private life when it's kept away and separate from the government.

The third and fourth examples have the same meaning as the priors only now he is talking specifically about economics. He believed the problem of the Great Depression should be figured out by private businesses and the government should only cushion the situation.

We can’t have just one map projection because there is non-single map that creates a perfect image of the Surface of the Earth. That is why cartographers need various maps to overcome the problem of distortion. It could be areas distortion or distances distortions. Different maps help to meet distinct needs.
