because bully don't care. they hate on you because they don't care abt you or how you'll react and they just wanna bother so punishing them wont do anything

Answer:

As a result of the bully being punished he or she would not see what was wrong with his actions he would just simply deal with the punishment and continue bullying people. I think they should learn a lesson so they could know what was wrong with them bullying such and such person
