We dont know the other hose how long it take to fill the pool so let call that time x hours then in 1 hour it will fill 1/x of the pool

In 1 Hour the two hoses will fill 1/3 of the pool then

In one hour

1/4 + 1/x = 1/3     Solving for x

( x + 4 )/ 4x  = 1/3

3x + 12 = 4x

- x  = -12       x  = 12 hours
