The right answer is The Constitution may be interpreted in a way that would harm the people.

The Constitution must be interpreted in such a way as to avoid contradictions between its norms. That is, constitutional text should be interpreted as a whole, in a systematic and contextual way. Thus, the principle of unity of the Constitution imposes on the interpreter the harmonization of tensions and conflicts between constitutional norms. This does not mean that the Constitution does not have norms can possibly conflict, when analyzed punctually.
