It was brought to its advent by three major factors: 1) economy, 2) education and 3) secularization of parishes. These factors contributed to the birth of the Filipino Nationalism.

Out of the total of 500,000 women that voted in 30 April 1937, 447,725 women voted in favor of extending the right to vote to women while 52,275 voted against. As a result of the majority of affirmative votes cast, the right of suffrage was extended to women, in compliance with section 10 of Commonwealth Act No. 34.
