The answer could be either 2 or 3, but it is most likely 2, as the call to action generally takes place at the very end of an essay if it's written correctly.

So if you're looking for ideas to write about issues in our community, there's a lot to pick from, unfortunately.
Discrimination against LGBTQ+ and POC people are big problems that you could write about. If you can think of some ideas for solutions for those problems, that'd be a great thing to write about.
