Probably he would still do so today in accordance with the times. So he provided IT education in addition to everything.

They use propaganda because they need support from the populous. If no one supports the war than the soldiers being drafted would tear up their draft cards and mutiny. If they support it however everyone not just the soldiers are doing their best to help their country which makes the government's job easier. Basically they use propaganda so they aren't fighting a war on 2 fronts.
