If your target audience is Congress, it is important to think of the topics that interest them. It is unlikely that Congressmen care deeply about the feeling of freedom of teenagers that drive, or the personal relationships between teens and parents. Instead, they are likely to respond to an appeal that discusses economic matters and the well-being of the nation.
