A society balances social responsibility and compassion by giving its citizens education, and freedom to live in their inalienable rights. This involves a citizen learning that their are certain things expected of them ( such as obedience to laws and not to anyway threaten others) when a citizen learns and understand responsibility they can also find that on the other end of the freedom of responsibility is justice/ punishment.
