Because of two things, the first was that crop prices were at its lowest since a long while ago(the 1890s) then because farmers overproduce in order to get more money. But the effect was counterproductive, they actually drove the price lower. So, the solution for the government was to decrease the production of the crops. That way the government would control the influx of crops to the market and the prices could rise.
