You'd want to place some of the most obvious rules such as no destruction of property or forest land and no self claiming plots of land.

You'd want to make sure nobody destroys pieces of land that belong to other people and you don't want them destroying the forest sense that can cause problems with the envoiriment, you also don't want people claiming plots of land without you saying that they can sense that can cause alot of land hogging which for a new society, is not very good as it can drive possible interested people from moving there.
