The Articles of Confederation failed because it gave the government no power to tax and created a weak central government. Therefore, A and D can be eliminated. It also required all states to approve any amendments, which eliminates C as well. B is the correct answer because the Articles did not allow for the separation of powers. Instead, Congress held all of the power. There were no branches of the government.

All of this caused the Articles to fail and be replaced by The Constitution of the United States.
