Enactment of poll taxes and literacy tests on African Americans was to create voting barriers.

Explanation:

Southern state legislatures mostly employed literacy tests  as part of the voting procedure in order to stop African american from voting. As slavery was well prevalent inn southern states, many slave labors were illiterates and they could not read and write. This was an added advantage to stop them  from voting as they were discriminated on the base of race and ethnicity.

Poll taxes were also inflicted on African Americans in order to not  provide them with suffrage and enfranchisement rights. They were not granted citizenship and they were segregated everywhere which is the worst part inn the American history.

Titanic was constructed with transverse bulkheads (i.e. walls) to divide the ship into 16 watertight compartments, which could be sealed off with doors operated either manually or remotely from the bridge.
