No. Turtles are vertebrate animals with internal skeletons. Even the shell is made of bone covered by a thin layer of tissue and keratin scutes (material similar to your fingernails). The entire skeleton is on the inside. A turtle’s shell is no more an exoskeleton than your own skull is.
