Orval Faubus,Arkansas Governor, gave the National Guardsmen clear instructions. Faubus believed with his actions he was <em>preserving peace </em>because he was deeply reluctant to accept racial integration.

In 1957, the Arkansas Governor sent the National Guardsmen to prevent nine African American students to enter Little Rock Central High School. This order was followed even though the nine students were sent to that school by a judge´s decision. The judge´s decision was based on the United States Supreme Court resolution that racial segregation in public schools was illegitimate.
