A sentence fragment is words that make up part of a thought, but are not a full thought, and cannot be expressed as a complete thought or sentence.  For example, "That beautiful blue ball on the steps" is not a full sentence, because it doesn't express a complete thought, it only states an object.  For something to be a sentence, it must have a subject and a verb, whereas the example only has a subject.
